I am not a big fan of the beaches in Pattaya, and find Jomtien beach a bit more relaxed. In previous visits I found there was a lot of trash on the beach, but found this visit a real effort was being made to make the area cleaner. That being said, the water quality is certainly not like the sparking...

There are vendors up and down the beach that will sell you a canvas seat to sit on and an umbrella to sit under for about 30Baht or one dollar.
They will sell you drinks etc and some will go and get what ever you want from up the street,,,for a fee. Lot of venders also try to sell there...

Have been to this beach many times over many years. Much prefer it in the quieter periods, a very busy beach in high season. Nice to relax under the umbrellas & order food & drink from the deck chair owners or from the many beach vendors selling a multitude of items also just across the road a great selection of...

Jomtien although not clean is better than Pattaya beach, better food, better water and better holiday conditions... plus less people that Pattaya beach.
Jomtien Beach is infinitely better than the main beach in Pattaya. It is quieter, friendlier, cleaner. It's not a tropical paradise, but would be okay for a couple of days. I loved the Rabbit Resort on Jomtien - it is a beautiful property and the restaurant/bar served great food in a calm and relaxing atmosphere.
The Pattaya beach is a sewer with the floating plastick bags and other wastes the polluted water from the Laem Chabang industrial area...and the unfiltered sewage of the city. Jomtien beach a bit better, but still a sewer... Highly NOT recommended for the children... If you want to enjoy the vivid beach life with the vendors, but without to dip...

The innumerable restaurants alongside Beach Road are convenient and offer a taste for everybody, some even serve drinks across the road to the beach.
Be somewhat careful with the two or three restaurants right at the South end of Jomtien...

I really don't understand reviewers reporting about Jomtien beach cleanness. IMHO it is one of the dirtiest (along with Pattaya) beaches in Thailand with awful smell from shoreline water. Hardly can imagine sober people swimming there. They have a lot of work to clean it.
Plenty of shops and restaurants along the beach road, so after relaxing on the beach, just cross over the road for a selection of great food
