"Being from the States yet living here as an expat in Kaohsiung, I do cherish memories of "artsy" areas back in San Diego, Minneapolis, Denver, and upstate NY. There isn't much of that going on in Southern Taiwan, but the Pier-2 area has given a bit to appease those desires from time to time. For f..."amilies, it is a good place to stroll, and they've recently had some fun-for-kids exhibits like a Lego artist's works and another by a candy goddess from the States. Otherwise, one can stroll along the bike and pedestrian paths, tour the warehouses, which now sometimes host shows, and people watch on the weekends. Definitely a nice outing from time to time this place is.

If you are driving yourself, beware of the very winding roads and particularly later in the day thick mist and cloud ( the pass at the top is over 3000m), and you should also look out for some of the mental Taiwanese driving!
The drive can take a long time and the road can be closed by typhoons, but if you do it you'll enjoy driving through great mountain forests with stunning vistas. Stop and camp half way up and enjoy the owls and flying squirrels and an open road in the morning.
