I stayed with my husband in this hotel for one night because our flight was pushed to the next day. This hotel was booked by my Company's staff and did seem cheap.
Upon arrival the reason was clear.
The rooms are very small and gloomy with very little natural light. There was no room to do any work.
The shower cubicle had either no slope or a reverse slope to the floor meaning that the floor was always wet.
