This was definitely below acceptable levels. The first room(room10) we were offered had the tv running, bathroom fan on, and it looked as if someone had been lying in the bed. It was filthy and cold. The next room was only slightly better. There wasn't even a phone in the room if assistance was needed. That was scary!
