Manager had no handicapped rooms and refused to substitute a higher priced room on first floor for anything less than 50% more. Only relented when handicapped person nearly fell down stairs while trying to reach second floor (no elevator). Rooms were dated and shabby. Nonsmoking had been smoked in recently.
