Most are really good and you can read the reviews. I personally try to find operators that don't go out with a giant group so you get somewhat personalized attention.

Yes, my 14 year old daughter dove with us and interacted with the stingrays. My 10 year old was snorkeling at the surface and the dive instructor brought her 3 different stingrays to pet.
