Palace of Gobierno including the Museo del Palscio on the south side of the Zocalo is a great place to visit on a Sunday - its free & more particular it is quiet. At the edge of the Zocalo, generally crowded with Triqui protesters, except when the police clean them out - before Christmas. Interior often houses art exhibits. There is an interactive museum upstairs that is worth a visit. Helps if you read Spanish.

I did not find the palace very interesting. The exhibitions seemed to be geared towards student groups and were not very captivating for an adult audience. We were recently in Oaxca for about two weeks. During our days there we made it to the zocalo every day and the government palace of Oaxaca state was always closed off to everyone.
