we walked this from the garafon park area in about 5-10 min. It is a place with beautiful views and turquoise waters. We did not pay the extra entrance to walk to the ruins, as we could see them from outside the paid area.

Beautiful views with nice walking paths. Worth they $3 entrance fee to walk out. we say the big sea turtles right off shore as it was mating season which was a bonus.

We booked our golf cart when we arrived on the island and paid $45/day. No advance notice needed. Yes to walk all the way out to the southern point it is $3, however some of it is free.
Can you snorkel here?

Not on Punta Sur but you can snorkel near by, there's a couple of Hotels on your way up there.
