Good place if you need adventure , previously it dont have any ticket but now ticket is levied(50/person) but yes best place, good adventure, safe, try to visit till top of the same.

Yes, it is. Considering the weather to be extremely cold, you may go there during the afternoon. The water would definitely be cold though.

It would be excellent to go there at 11am and come back before 3pm...this time range will suit the kids too and they would be able to tolerate the cold and enjoy as well. Have a pleasant trip.

U can get bus to mussoorie from dehradun but i dont think u can leave your luggages there
