Coate water is a part of Swindon history, however it has gone downhill a bit in the last 5 years. The train is awesome and it's nice for a picnic, but the concrete diving board is an eyesore for what is a beautiful place.

I do not know but there never seems to be any officials around so maybe you can. Best contact the Water Board by googling their details.
