I did not go up the stairs on my visit, so I can’t answer you question. Sorry about that. I can tell you there is an entrance to the downstairs part of the cathedral at the front and another one at the side to the stairs.

The cathedral is still open for visit during services, just remember to be respectful of those worshiping!

No.. unless it is a “holy day” i.e. Easter etc it is open to tourists with no set mass schedule.
