Actually to oceanarium itself is well-organised, well-maintained, the animals are health. lace was quite crowded and noisy because of tourists but it was weekend. I'd recommend visit here.

No extra ticket needed, but as 'Mbvanwees' just said, it all depends on feeding times. You may be able to catch the penguins being fed, but I suspect they feed the fish in the main tank when the aquarium is closed.
