Unfortunately I can't help you further as I don't really know the bus schedules from Rome to the area... all I know though (as I live nearby) is that there are very, very few rides from Rieti to Castel di Tora and unfortunately the service is really not reliable (often the buses brake in the middle of nowhere and so forth) and personally I would discourage you to use the bus...
By taxi surely would cost a fortune and although the area is notable for its beauty it isn't really worth spending all that money... then there are several other places easy to reach and at an affordable price...
That's all I can say and I do feel sorry not being of any further help but I still hope you might take into consideration to rent a car for the day... I know the Italian traffic is considered somewhat chaotic for foreigners who aren't used to our way of driving but with a little "spirit of adventure" you can still make it successfully...
