This plaza is the key location of the city, enough space for people to gather here. The buildings and monuments around are very nice and well-kept, some of the best in the city.

A decent place for a coffee or to meet up with friends etc but also a bit scruffy around the edges - kind of like Valparaiso overall. Perhaps not the best place at night unless you're partying in the bars.
