Very busy with lots of people going about there daily life on the river. Just watch out for scams and beggers. Also lots of people offering services but not taking no for an answer. This is India as a whole tho.

Dasaswamedh Ghat holds the biggest evening aarti among the Varanasi ghats. It does get crowded during that time. Plan on arriving a little early to get a good spot, or ride a boat and experience the aarti from the waters.
