Very nice for whoever enjoys panoramic views, you can understand how Kobé is encaged between the mountain and the ocean. Mountains are surrounding the city, just like in Rio de Janeiro.

Don't get me wrong, the view is great, whether you visit during the day or at night. The elevator brings you up to the 24th floor in just a few seconds. The elevator is marked red and the first one on the left once you enter the building and make your way through the lobby. However, do not expect to... More

Many cities charge to access observation decks. This was open for free and had toilet facilities - great for tourists. Kobe is not a massive city but it was great to be able to see the harbour, the nearby mountains and see which direction Osaka is etc.

The Kobe City Hall observation deck is free to the public. There is an English speaking guide to answer any questions you might have. They also suggest various sightseeing spots for visitors.

Nothing much but a nice view over Kobe, and a few restaurants. Something you can drop by if you're on the way.

If you are not planning to go to the kobe port tower, then maybe you can go to the observation deck for a quick visit (max 15min). It is not bad for a free observation deck. You get to see Kobe with the mountain view and the seaside/port view.

Went up during the night. It's FREE! And you get 360 view of Kobe, the sea and the mountain. There are some introduction of Kobe and a few restaurants on the level. A must.

You can go here to get a good view from the 24 floor over the city. I went here during the day time, but I guess the evening view is much better. Very central location near Sannomiya Station. It's free of charge. Opening hours: weekdays 8:15-22:00. Saturdays, Sundays, Holidays 10:00-22:00.

If you are in town, why don't you just pop up to 24th floor and get a panoramic 360 view of Kobe, day or night for free. Not many cities I know gives you this opportunity. You may catch-up with your friends etc with free wifi up there👍🏼.

Free to go up to the observation level. There's a Korean restaurant there I was told by a Korean is good, but didn't try it. In December you can look down on the Luminaries and see the lights.
