Tiffins Restaurant is a Signature Dining location, meaning they do accept the Disney Dining Plan, however Signature Dining locations take 2 Table Service credits per person instead of the normal 1 credit.

You don't have to be at the park however I assume you were at one of the parks prior to this reservation at some point. How did you get to the any of the parks, shuttle from the hotel, cab, etc.? If there is a shuttle from your hotel, they may take you to the restaurant but you will need to check on that.
If you happen to be at one of the parks (or start our there) I believe you can utilize the Disney Transportation system to go to various places that are on their property including, other parks, hotels and restaurants.

I do not think there is an additional discount for senior citizens, but you can ask when you get to the park to make sure.
