A lady from the Oregon City Planning Department took our men's group through the old paper mill to the viewing deck immediately above the east end of the falls. Went past the original power plant that provided the first electricity to the city of Portland.

These are the second largest fall in north America by volume, and it is spectacular. The city a and partners are working on a falls walk that should be available in 2018.

I would not go just for the falls. If you want a local experience and do the elevator, short hike, museum and then lunch in downtown maybe but in December it might be less than perfect weather
