Evening is the best time for visit. It was quite breezy. One side of the Bay is the parking of small ship or boat. You can sit there for hours. It a good place for fishing.

Mission Bay Park is the bay side of Mission Bay. Flat walking/running/riding trails. Lots of parking. Picnic tables. Check out the nearby roller coaster in Belmont Park.

Mission Bay and Mission Bay Park are both good places to enjoy the weather and the sights of San Diego. They offer nice walking areas and places to just "chill" and enjoy the sun and the sea air.

We rented an RV locally and came here for lunch for a few hours before heading north. Many people use this park and it is a very pleasant walk along the foreshore.

I'm not sure. I didn't see any surfing in the bay.
Is there a place to rent bikes in Mission Bay? Also for riding on the esplade in Mission and/or Pacific Beach?

Yes there are tons of bike rental shops in Mission Beach. Just google them as you can find one every few blocks. It usually costs about $20 for the day. The boardwalk runs all along the bay and ocean
