Must see if you linked a bit to any financial thing. We were in the morning. Lot of people were around but easily took some pictures. Hop off from Big Bus Tour and you can walk to Battery Park and National 9/11 Memorial as well.

It was very busy with crowds of people everywhere could not get good pictures might be better early morning thou. Best photo opportunity for us was on top of our tour bus above the crowds.
