We parked at a parking meter (street) and walked into main entrance. Post security check we took a free guided tour. The docents are very knowledgeable and the building is beautiful.

The Illinois State Capitol is a beautiful building. When I went, they had free tours. The guide provided interesting information, including pointing out where Obama sat when he was in the Senate.

I'm a stranger here myself, but other than these other informative answers, why not just call the Capitol and ask about making specific arrangements?
