This area is located right across the Mandarin House. The fountain has running water. There is a legend saying if you try the water, you will not leave Macau. The building around the square are art deco style. 5 minutes away from Ama temple.

BradJing's review tells you all about it; a great review. It told me the history, and prior to that I simply enjoyed walking round the very nicely paved square and admiring its features.
