It doesn't look like it, but it leads you right to the parking lot to the waterfall. Road is ok most of the way and should be doable with a normal car. I parked my scooter five minute walking to the entrance though after almost sliding off a hill.
I paid 20,000 Rupiah which was ok, given that it is a really nice and well maintained path to the fall. Don't expect a big hike. The waterfall was quite nice and I was the only one there so I could just listen to the water and relax. The police here stop motorcyclists for a myriad of reasons or not. This will not affect the average traveler, however.
It takes about 15 minutes for the reasonably athletic to walk from the entrance on the north side of the Boulevard in Manado to the start of the fish restaurant strip.

We saw about 5 on out trip and lots of birds. A must see when you are in Manado. Good place to take a picture.
