Hi would just suggest that children have to be accompanied by adults under 16.

No age restrictions as far as I know. There is a reduced price for 5-15 year old children. However, I should imagine that City Cruises expects that all children are accompanied by adults. We took a cruise with my 15 year old niece, just last July 2017, and didn't encounter any problems. There were much younger children
with their parents, as well.
if you are looking at the standard day cruise there is no age limit, there were babies in buggies up to a 92 year old couple when we went from London Eye to Greenwich.

It appeared that there wasn’t a age limit in place , a safety brief is given on emergency procedures and life jackets etc . Common sense and good parenting skills should be fine
