Yes, there is a very nice view of the church across the way. There is a very nice Irish bar just round the corner as well.

We were there in early March and it was open. It was still a little cold and many people didn't want to sit out there for long, but you could bring your drink out or take pictures. The roof terrace is right outside where breakfast and dinner are served and is really quite beautiful.
I think it's open all year, has a cover and windows to make it weather proof in winter. (Email the hotel for information).
