The National Park area at Bang Kran and Panuanthung closes every year from 1 August - 1 November
Some parts of the Park are indeed between August and October. For more detailed info, search for the Thai National Parks site, it's informative.

Hello there, I am pretty sure it's open in August. I cycled to Kaeng Krachan from Cha'Am end of March this year on open roads (that was an epic day due to a couple of missed turns). There is no toll booth on the way - yes, it's free of charge. It was very dry & hot back in April. In August you will certainly have the opportunity to see luxurious vegetation and full water reservoir. Have a great trip!
