Not a good idea as it does not have adequate lighting in the evening and you could turn an ankle as the surface is uneven.

If it's still light in the evening, it would be pretty to stroll through the park. It's not big; it had no lights that I remember; it does have picnic tables on a few areas.
This is a daytime attraction. Not really a place to be at at night.
Queen Liliuokalani park is open 24 hours but is not lit up, by any means...so although technically it is open, I would not advise anything other than a nice stroll along its paved sidewalk perimeter.
Hilo town is not really a "night life" kind of town and most places close up early...about 6-9pm.
Kailua-Kona side is your night-life area, but if you like the quiet, less busy, easy going country type of atmosphere, Hilo town is da-best!
