The answers provided are correct. I don't think any restaraunts allow dogs in. But, some shops will allow them. I know there is a dog pet treat shop that you and your dog can shop at.

Carytown is a shopping district located downtown, so it is not a mall. Most shops are small businesses locally owned by individuals so there is not a general policy for companion animals.
Stony Point, however, is a pet friendly outdoor shopping mall. It is 12-15 minute drive from Carytown area.
There is a outdoor mall about 25 minutes from Carytown called Stoneypoint that is pet friendly. I do not recall Carytown shops being pet friendly, but it's a great walk around, and like anywhere it's up to the individual shop owners.
