overall it was a great hotel, it was really close to the beach, the staff were very polite and offered a great service, the restaurant upstairs was cheap and delicious, everything was clean and confortable. i will definetelly go back to that hotel

No and yes. I know kind of confusing, right? There's shuttle services who take you to your hotel. Some hotels even have their own service This being a budget hotel, does not off such service I am aware of. Do as what the prior traveler said to do. Call the hotel and see if they can facilitate a ride to their hotel. The worse thing that can happen is, they tell you no. If that is the case, once you get to the airport and get your bags, on the way out you will see people offering rides to your hotel. Some are shared rides, others are private. It all depends how much you want to spend. Prices vary. The lowest I remember was $40 per person. Yes, It's expensive, but really if I remember correctly, it's only choice. Unless you book a hotel transfer from the airport thru your airline or going online. I am going this April 20th and will book my transportation to my hotel via a company called puerto vallarta tours.
As far as the hotel, when in my last stay last year, I had no problems with noise. The Encino is a price friendly hotel. It's a bit spartan but you are right smack in the middle of Vallarta. It's worth a bit of noise. I will say this, the WIFI does suck in this place. I hope this helps.
