There are probably some other places near the Duisburg Mercure where you could have breakfast, including - but not limited to - the Starbucks in the Hauptbahnhof (train station), which is a 10 minute walk distant. I know there are some restaurants in the Casino building next to the Mercure however I don't know if they serve breakfast or what time they open. There are restaurants strung along the Königstraße and in the City Palais and Karstadt and along many of the side streets, so I am sure you will be able to find something.
Having said that, do try the breakfast at the Mercure at least once, it is kind of amazing. The quality is quite good and the restaurant staff are really helpful and nice to talk with. They helped make my stays at the Mercure Duisburg sehr gemütlich.
