Hi! I'm sorry for the delay in this reply but we've been away on holiday until a few days ago. The Rising Sun does have quite a few stairs, including stairs down to the restaurant, where breakfast is served, from the rooms. The room I stayed in at end September 2015 was just down a few stairs and along a corridor from the reception desk, which was the ground floor. My room had twin beds and tea and coffee making facilities. Breakfast, which was cooked to order, was included in the price I paid. I'm afraid I didn't see or use a lift but you could contact the hotel to check.,
