Hi there, I've done some research for you and it does not appear that any public buses run from the Ballarat Colonial Motor Inn to the Gold Museum (which is directly opposite Sovereign Hill) in Ballarat. Your only option would be to hire a car or take a taxi from there.
Sovereign Hill are running a shuttle bus from the Ballarat Train Station directly to Sovereign Hill, but the Ballarat Colonial Motor Inn is nowhere near the Ballarat train station. The Motor Inn is some distance out of the town centre. You could not comfortably walk it.
The public transport website is ptv. vic.gov. au If you want to take a look at this, or view the Sovereign Hill website on sovereign hill. com.au/visit/getting-here/
A better option might be to stay closer in to Ballarat CBD if you don't have a car and if you take a look on Google maps you'll better see their relative locations.
Hope this helps.
