Absolutely good value for money. I loved my stay here and loved the staff!!! They were VERY helpful and not pushy at all for booking any tours. We stayed here for a few nights in February , after getting off the night train the owner was on the platform offering free mini bus too hotel and too stay if we liked it ! I frequently come to Chiang Mai and have stayed here a couple of times. The 400 baht rooms are really the best deal in town - big room, clean, pool. We got into Chiang Mai without anywhere organised to stay, and took a chance on Chiang Mai Thai House after meeting their rep at the train station. The rooms are definitely clean and reasonably priced, but the hotel is just not very pleasant to stay in. The front office staff were initially completely unfriendly, but later warmed up to only mildly unfriendly. Is it cheap? At <$30 for a room, yes. Is it clean? As far as we could tell, yes.
