Usually to check in a hotel you need to have a valid ID. I believe this info is used in case you break something in the room or in case of an accident. I am not sure if you have to be 18 to stay at a hotel, but as long as you are paying and have ID, you might be fine. Bulgarians are easy going about age. Why don't you call the hotel? They spoke good English when I visited and should be able to answer your question.
