When you arrive at Arusha JRO airport, it may take an hour or longer to get your Visa, depending on how fast you get off the plane. We were in the middle of the plane and were the last off the plane so we had to wait quite awhile to get a Visa. They let people off the plane in the front and back end of the jet. We would have been better off to get off the back of the jet. So you may be able to just walk around the grounds around the small airport. Our flight from Atlanta was 22 hours. I don't think anyone would mind you walking around. You land and you walk out on the tramac, there are no sky bridges. Enjoy
