The hotels don't allow early check in however they will hold your bags until the room is ready which is what we had to do due to the arrival time of our flight. We easily passed time at Ikspiari (their version of a down town disney). You could use the resort bus to take you to and from.
If you are staying at the Celebration hotel you won't need to take the train/monorail to Disney. They use the resort busses for that. But if you want to take the resort bus to the train station its about 15mins or so and will lead you to Disneyland which is also where Ikspiari is and the train station and the Disney monorail line. As for the bus time, the earliest bus is at 6am with intervals of 5-10mins throughout the day.
