This is supposed to be the tallest building in Cebu at the moment, I believe. It is full of Condos, and some people rent their condos out on hotel websites. You need to coordinate with the people about the key and stuff. It is not a hotel. They will not let anybody in who does not have ID on them, so when I tried to go with a friend, I could not as we did not know of this requirement they are very strict about. I only had one day to try to use the pool, and it poured rain so I did not get to do it.
There is a nice cafe right by the entrance and when I was there a 7-11 on the corner was almost completed.
The elevator is a nightmare. My buddy was staying 11 floors away from me, and your badge only allows you to go to your floor, so anytime we wanted to chat, we had to go up and down 11 flights of stairs. So stupid.
Also, there were four elevators, but only one was working. The elevators feel like you are stepping into a sauna.
Because of the location, I would stay again as long as the price remains low.
There is a nice cafe right by the entrance and when I was there a 7-11 on the corner was almost completed.

You will see few bars and Mango Avenue infamous corner : the only recommendation : inexpensive booze and coffee- also if you like rise- it will be huge selection around lol: white rise or white rise or white rise. With variety of chicken or beef...but I would focus on chicken.
Meat portions are microscopic everywhere.
The ONLY positive aspect are people- as usually nice in SE Asia.

I had no problem with our host. Ms. Nica of Nica’s Place along with her staff are so accommodating. I would like to review generally on Horizons 101.
1. The building is so tall but the lobby is so small. Crowded.
2. The pool access is limited to only 2 people per room. If you are more than 2 pax, you have to pay Php1,000 (USD20) per person (not consumable). That 1k covers only the pool. Not family friendly.

This is basically the tallest building around located in a nice area and has a beautiful swimming pool. Very secure and clean. Ate Lourdes was helpful and friendly. Recommended to whoever is traveling to Cebu

Cozy studio in a new, comfortable house. The house is easily accessible on foot from a bus stop, taxi or Grab. Friendly hostess, a very detailed explanation of home improvement, interior parts and surroundings. Compliment water and detergents. Comfortable apartment. There is everything you need, including a kitchenette. A couple of minutes walk there are shops, shopping centers and cafes, restaurants. I recommend!

We made a booking through booking.com thinking this was like most other condo hotels in the world where reception would have your key and on you go. This is not the case. Each apartment is individually let and poorly coordinated somehow through the many sites (booking.com and Airbnb at least).
When we arrived the receptionist told us to call the number on Booking.com which is a local number. This wasn't possible as we didn't have a local phone. So after asking a few people in reception they contacted our "host". After 30 minutes no answer or arrival. We asked again and was approached my a man also at reception who told us our booking hadn't gone through (even although we had a confirmation email from booking.com) and all they could do was offer us a bigger apartment for more money. We refused to pay more and after a number of phonecalls it was agreed we could have the bigger apartment for the same cost.
The apartment itself was basic and we soon realised they hadn't left any bedsheets, soap or even a hand towel. We then went for dinner and when we returned found the flat full of small beetles and cock roaches everywhere. It was awful. So we decided to throw in the towel and move to a different hotel.
Don't bother with this place. Its poorly organised and not great apartments.

I stayed here for two weeks in April and just had the most ridiculous time. Cebu itself was great but the staff of Horizons 101 was not helpful and outright rude.
The security supervisor said his name was Christopher. He refused to help me when my phone was misplaced. In addition, he had this snotty disposition as if he was above helping people.
Then a desk person who said her name was “Elrene” refused to call my phone because it was long distance. I told her I’d pay for it and she said no. Then I asked if I could use her personal cell phone to call myself on WhatsApp, Line, Viber and/or Facebook and she flat out lied and said she had none of those (even though I saw her chatting on WhatsApp moments earlier).
Regarding the facilities: the elevators smell of sulfur and often you’d find yourself waiting 15 minutes for one. There’s a completely useless metal detector and guard at the entrance for absolutely no reason and not all of your guests will be welcomed.
I warn you: do not stay at Horizons 101!

I travel regularly & extensively and prefer a warm greeting not the cold "office block" appearance of this facility. After 10 minutes the staff arrived to book us in. Arranging a swimming pool pass was another mission I preferred to skip.
I had to call for toilet paper and was uncertain what to so about bedding & towels so I continued with the original.
the bed was 3/4 not a double as I expected with a very cheap mattress normally found in boarding houses.
the only convenience was the location being close to food establishments and pubs & bars.

Good location with few bars, several 24/H food, 7/11 nearby. 20 minute walk to malls. Friendly staff. Good wifi. Lobby too small. No basketball court. Lots of ants,bugs. Stained pillow,sheet, workers sleep in the room between paid guest visits. Taxi,motorbike jeepney ubiquitous. Lots of beggers around. Safe for the most part. I walked miles around the city didn't encounter any problems. Lots of foreigners around.
