For Safety’s Sake, I would not shore dive in West End or any of the populated areas. As mentioned by others, there is a boat free zone for swimming and snorkeling in Half Moon Bay and some people shore dive there. Safer and better diving is with one of the dive shops. Splash Inn has a great one and there are lots of others along the beach. Each stresses safety. In any case - always, always use a buoy for snorkeling or diving if you are not with an organized group that has one. Please.
