I'm sorry, I lived there for seven months, and somehow I don't remember whether it's 11:00pm or 1:00am, but it's somewhere in that window. After hours, there's a security guard who sleeps at the desk (always one of several males), but he doesn't speak English, and the hostel staff have told me that one of the night guards (if not more than one of them) doesn't even speak particularly proper Mandarin. You can come and go at the hostel at any hour, as the guard is always there to let you in, but check-in is computerized and involves registering your passport data with the local police, so you'd want to arrive on at least that first night prior to the evening hours. Try calling them to ask what to do about late-night arrivals; most of the front desk staff speak reasonably good English. Good luck!
