I took a taxi and wasn't offered any other service (shuttle or public transport) I did this twice and both times got drivers who did not speak English very well, which was frustrating. They really were not able to point out the sites and points of interest. The taxi was $120 US round trip. It is a relatively long drive and rush hour was brutal. I was in Santo Domingo for about 3 or 4 hours each time.
