If you are not planning to spend much time in your room, then this could be a good option. The location is very central, being just a 5 minute walk to the JR station and the price is very affordable. Staff are friendly and helpful. Only downside is that the rooms are tiny.

The hotel is within 5-min walking distance from the train station. I stayed in a small twin room. As mentioned by others, it's too small to open my suitcase easily. But given its cheap price and good location, I still recommend it to budget travellers. At least the room is clean and tidy and well furbished. Some staff can speak very basic English. They responded to my booking by email in English.

This should be the smallest room my friend and I stayed in. Although located in the city, and we had a very handy GPS, we missed the hotel because there was no clear sign at road level (the hotel's name was above the building, which was difficult to see when we were driving). Again, this is one of the cheapest rates we could find in the city, so we can't complain.
Location: The hotel is in the city, off-city centre. However, Asahikawa is not a big city (in Singapore's jargon, it is just a big town).
The hotel is 1 street from the main road, so it is rather accessible through driving.
It is also a 5-min walk from the city centre, which can satisfy shopping and eating needs.
Room: The room is small. We could not even open one of our big luggage. There was no place to hang clothing, not even a bar to hang a hanger.
The toilet is well-stocked (Shiseido shampoo, conditioner and shower foam), but super cramped. It's so small, there is no place for maneuvre and one has to change clothes in the room itself, so occupants have to be comfortable with each other. ie. only for close friends or small families (couples). I don't know if they have rooms for big families, though.
Service: Staff was adequately friendly and strong in English (in Japanese standards).
Parking: Not free. Please research online for the parking fee. The carpark is also small; vacancies is one thing, being able to park is another.
Neighbourhood/Convenience: The city centre is a 5-minute walk, where all the shopping and restaurants could be found. Convenience stores could also be found along the way. Near the city centre is also the train station. After cutting across the station, the park by the river was a tranquil spot for a night walk. The station could also be seen from the hotel's corridor.
Further from the hotel is the ramen village. As we were ramen-hopping, we asked for small servings that we shared with each other. The restaurant owners were also aware of this, so there's no need to be shy about it.
