We took the Über to the nearest bus station, which eventually brings you to Hollywood (switch to subway halfway). Nearest bus stop is still quite a walk, especially with children.

We never saw any tents. I would just call Balboa and ask. It's not really a great place for a tent; you'd be better in some coastal campground. The surfaces at Balboa are astro turf and concrete.
