Four of us stopped here as we headed south and then again heading north.

I've stayed at the Turista Motel five times in the last six years while heading to LaPaz. The rooms are kept clean, the staff is helpful and there is always somebody that speaks some English. There are several restaurants within walking distance if the motel...More
Rooms are well appointed, clean, very comfortable. The management meets all the visitors needs. Situated on the south end of the town away from distracting activities. You won't find a a quieter or more comfortable nights rest at any rate.
We have visited Turista Motel frequently since our last review. The hotel is still impressively-well managed. The rooms are clean, the beds comfortable, and the showers are clean with lots of hot water. We would recommend this hotel highly

I can't really answer. I suspect that if doña Beatriz saw your dogs, and if she felt that they were indeed well behaved, she would probably allow it. The only other option, of similar quality, would be the "BajaCactus Motel", next to the sole Pemex station, but I'm not aware of their pet policy either.
There is another, but considerably more humble, Hotel Sinahi. They would probably accept your dogs. Their restaurant is one of the better ones in El Rosario. We normally eat there. The owner, don Armando, is exceptionally friendly and helpful.
Hope you have a great time in that wonderful part of Mexico!
