I would recommend a car but you can get a taxi to and from flamenco beach. I guess it depends how long you'll be staying and how many beaches you want to explore.
To get to Culebra you can either take a ferry from a port on the eastern side of the main island (not really recommended unless you have loads of time on your hands as they aren't super reliable right now) or fly. It's possible to get a flight from the main international airport in San Juan, but much cheaper and honestly easier to go from Isla Grande also in San Juan . Another option is to go from the Cieba airport near the ferry. It's even cheaper from there, but you have to get there.
Go to forums, Caribbean, Puerto Rico and do a few searches and all this info will come up for you.
