Sadly, most of SF is filled with homeless so I wouldn't let that deter you. The area is very populated and lively during the day. In the evenings it's quieter, but not dangerous and it's just blocks from tons of restaurants and other "night life" happenings with people. Overall it's safe and not at all considered to be a sketchy part of town. The Tenderloin is sketchy and I'd have more concerns there, but even that section has cleaned up a bit. I wouldn't worry about staying there for safety reasons at all.

Sorry, but "great" and "fair and reasonable price" in that neighborhood of San Francisco is an oxymoron. I fled the horrible food at the hotel to have breakfast at Boulette's Larder at the Ferry Building. It was good, but very expensive, You might be able to pick up a croissant or something at the Ferry Building and sit outside on a bench and eat it.
