Hi. The Arlington is pretty much right across the street from the Grand Promenade Access. You exit the hotel through the main entrance and cross the street. Signs will guide you to the closest entrance to the Promenade. It runs parallel to Bath House Row. Yes, it is easy access.

I would recomment the Hotel Hot Springs about 2 blocks away. It has handicap accomodations. I don't recall seeing such accomodations at the Arlington, but recommend you calling if you prefer it. It's a great old hotel.
