It really depends whether or not you've made the reservation directly through the hotel or through a traveling website. The property manager continually made the claim that she couldn't refund me as I paid the traveling website, which was false but that was her justification. If you are having difficulties in getting a refund I would recommend disputing the payment through your credit card company and putting a claim for failure to provide basic ammenties.
