Sorry not sure about the shuttle question and the resort fee. We had out own car and the valet fee is $30 or so a day which is very convenient. We would bring our breakfast to our room and no one said anything. We just brought our plates and silverware back down when we were finished eating. And there was quite a few trolleys always around all the time not sure if they were for the mall though. I hope this helps. Aloha.
