The food was mediocre - fish was overcooked, the seafood volcano had very chewy octopus, and the shrimp on skewers was just ok. Service was mediocre. There are better options on the island.

So reasonable and great food! My family and I went to Cesar's a few times while on Isabela island and had zero complaints about the food. Also a great location.
There's a row of restaurants in the centre of town which seem fairly similar. We ate fish in a garlic sauce one night which was fine as was the waitress service. On another occasion we had a beer but the waiter never bothered to return...More
Firs of all the service was terrible from the start, the waiter just didn't give a f about doing his job. He then proceeded to recommend the pepper steak which I ordered; worst decision ever... it was a piece of rubber which I couldn't eat....More
We had lunch, normally 6$ per person including a juice. They never mentioned the juice, but sold us other drinks. The portion was small, the quality of the food ok, the taste lacked inspiration: no salt, pepper or fresh herbs. Ok choice, not more.
We were the only ones eating in this restaurant at 6pm one evening. The food was good, nothing spectacular, but tasty and pricey. The tuna was very fresh and very good. Service was slow, especially considering we were the only patrons.
Poor service, intolerably long wait for food, extra charges added if you use a credit card...this was a disappointment and a mistake
Appears to be the most popular amongst the ten or so restaurants found on the strip. The food was OK, but not spectacular, with plates in the $15 range. Several folk went for the 6$ hamburger and they liked it.
