L'Ourcine is a small (~32 seats) and unpretentious neighborhood bistro near the Pantheon in the 5th arrondisement. It features a 3-course menu for a single reasonable price. I think so. Whenever visitors hunker down confidentially to ask, "So, what's your favorite restaurant in Paris?" I don't hesitate for a second to name the Ourcine. We went here for a delicious dinner and the waiter, Dadi was extremely accommodating when we couldn't read any of the menu. He helped us order fish soup, I had scallops and my husband had a pork chop; the desserts were both to die for. Great wine and ambiance.

We decided on the fixed price meal for 38 euros. Everything was delicious. We were worried at first because the menu is listed on a chalkboard in French.
